Sierra Planning and Management brings over two decades of experience in project implementation.  We provide hands on project management, building on our expertise in project feasibility, planning and funding.  As projects migrate from plans to action, we have helped many clients manage this process through timely advice, assistance to client in-house project managers, or a full-service project management role.  We help ensure that clients adopt the right process for selecting service providers, design-build teams and public-private partnership partners. For our clients in the municipal, university and college and institutional sectors, we ensure that board, council and senior management goals are met, processes are fair, and results meet expectations.

Subsequent phases included a master plan design for the reinvigoration of the assets that comprise the Fairgrounds, and the development of a capital budget for an indoor spectator arena to host a range of events year-round and the developing funding plans to assist with this project.  The project aimed to establish the Fairgrounds as part of the State’s resilient communities plan providing for emergency shelter and other services

Our Projects

Project: Event and Conference Centre, South Lake Tahoe, NV (2019-2021) 

Tahoe Douglas Visitors Authority, located in South Lake Tahoe, Nevada. Services include the contract negotiations with the design team, development of full working drawings (in association with Perkins & Will Architects), selection and management of general contractor services (Construction Manager at Risk), selection of facility operator, selection of food and beverage operator and administrative control of the construction sequence.

Construction start July 9, 2020; estimated completion January 2023. Estimated project cost: $100M USD.

Project: Sun Peaks Centre, B.C. (2019- 2021)

ICC provided project management and oversight for the design-build implementation of a conference centre and arena on behalf of the resort municipality of Sun Peaks, British Columbia, working with Meiklejohn Architects and Design, and Greyback Construction. Estimated completion date: 2021

Harney County Fairgrounds, Oregon (2019-2020)

Harney County in south east Oregon is one of the largest counties in the State and comprises range lands that yield beef cattle. The annual fair is an integral part of the economy, showcasing the success of the agricultural sector, and the importance of the land to the people of the County as well as the residents of Hines and Burns. International Coliseums Company and Sierra Planning and Management were retained by the County to complete a first phase assessment of the future investment needs of the Fairgrounds as well as identify the operational resources necessary to ensure the long-term growth of the Fair and its contribution to the community.

Estonian House Toronto (2012-2016)

Redevelopment of a prime downtown heritage site for a mixed use institutional, retail and residential development overlooking the Don Valley. The project involved our core services of planning, real estate market analysis, development concept planning and financial feasibility, as well as project management of an RFP process to select a Joint Venture development partner.

2020 Belleville Contaminated Lands Community Improvement Plan

Community Improvement Plans (CIPs) are most successful where their implementation is carefully planned and executed. Sierra has undertaken almost two dozen community improvement plans in Ontario since the mid-2000s, providing clients with clarity as to how to market and resource these plans as well as fund them. 

Sierra Planning and Management is updating the City of Belleville’s CIP designed to help remediate contaminated lands and their subsequent development. We first completed the CIP in 2007 and updated the plan in 2011. As the City’s real estate market has expanded and urban redevelopment is contemplated on a range of infill sites and the waterfront, this plan has taken on renewed importance. Ultimately incentive programs in Belleville will combine brownfield, affordable housing and downtown support into a single comprehensive community improvement plan.
